Ukraine's Foreign Intelligence Service (SZRU) says Russia continues to present itself as the world's second-largest arms exporter, but its weapons exports have in fact fallen to a historic low. The assessment suggests sanctions, wartime production demands and reputational damage are squeezing Moscow's ability to supply foreign buyers with military equipment.
