Plans reportedly include underground command hubs, air defence and long-range missile sites, bomb shelters, resilient underground rail capacity and expressway corridors. The move highlights the strategic sensitivity of the corridor, which borders Nepal, Bangladesh, Bhutan and China's Chumbi Valley nearby.
